New York (WABC) — With the United Nations General Assembly returning to a fully in-person event, drivers can expect street closures and traffic delays on Manhattan’s East Side starting Monday.
At least 140 heads of state are expected, nearly double last year’s 80 in person attendance as the world recovered from COVID-19.

Due to the pandemic, many world leaders have addressed the UN General Assembly virtually over the past two years, but are now being asked to speak in person.
However, the General Assembly has voted to allow Ukrainian President Volodymyr Zelenskiy to speak in pre-recorded video at the annual gathering of world leaders next week.
The decision was adopted by a vote of 101 to 7 with 19 abstentions, including China. Seven countries voted against: Belarus, Cuba, Eritrea, Nicaragua, North Korea, Russia and Syria.
The Ukrainian delegation to the United Nations said President Zelensky “cannot attend the General Assembly directly due to the ongoing Russian aggression against Ukraine.”
Russia’s deputy ambassador to the UN Dmitry Polyansky said Moscow has always supported “face-to-face diplomacy at the UN” but denounced double standards in the West.
“This is when representatives of African countries, who often face similar difficulties in arriving in New York, were denied this similar right,” Polianski told the General Assembly on Friday.
NYPD officials say wars in Ukraine and other hot spots around the world are baked into security plans. While there are no specific or credible threats, Corey said all preparations are being made to keep people safe.
“We’re asking them to be a little more vigilant next week,” he said.
Road closures and freeze zones will go into effect from Monday, but unlike in previous years when world leaders have slowly flowed in over the weekend, the city was hit by a flood of diplomats arriving Monday following Queen Elizabeth’s funeral. I expect it to start.
“That freezing zone that starts to rise on Monday, that boundary is when we’re really focused, Monday onwards,” Corey said. They’re starting to arrive and we’re protecting them, but the real big week starts on Monday.”
